The new Local Spatial Development Plan covers approximately 20 hectares of land located between Banacha Street, Pawińskiego Street, Księcia Trojdena Street, and Żwirki i Wigury Street. This area serves as the central hub for the Medical University of Warsaw's clinical, educational, and scientific research activities, as well as those of the University Clinical Center.
Foundation for the construction of a new teaching hospital
The most significant consequence of the adoption of the plan is that it paves the way for one of the most important investments in the WUM's history—the construction of a new teaching hospital on the Banacha Campus. The investment has been identified as a key strategic development initiative for the University and is one of the cornerstone projects of the WUM's Multiannual Investment Plan, which is currently being developed.
The new hospital will enable the further expansion of highly specialized medical care, improve patient access to healthcare services, and provide a modern clinical training basis for students, PhD students, and academic staff. It will also provide significant support for the development of scientific research and facilitating the implementation of innovative medical technologies.
A modern and functional campus
The adopted plan goes beyond creating the conditions for the construction of a new teaching hospital. The document comprehensively sets out the land use plan of the entire Banacha Campus, defining out its long-term guidelines for its development.
The plan enables the rational organisation of individual functional zones, establishes principles for the location of new didactic, research, and service facilities, and allows for more effective use of the University's real estate.
Particular emphasis has been placed on improving the organization of public spaces. The plan provides for the restructuring of the transport network and the creation of clearer, safer pedestrian, shared pedestrian–vehicle, and transport routes. These improvements are of significant importance for day-to-day functioning of the campus, which serves students, staff, patients, and the residents of Warsaw.
Support for education and research
The adopted urban planning arrangements take into account the University’s long-term development perspective as a modern medical university. The Local Spatial Development Plan (MPZP) creates the conditions for the further expansion of teaching, laboratory, and research infrastructure, enabling the implementation of subsequent projects contributing to the development of science, innovation, and education.
This will allow the Medical University of Warsaw to systematically enhanced its potential as a leading academic and medical centre in Poland, capable of undertaking the most advanced scientific and clinical projects.
The result of intensive efforts and good cooperation
The procedure for preparing the plan was completed in a record time frame. Less than 12 months elapsed between the resolution to commence the preparation of MPZP, adopted by the Warsaw City Council on July 10, 2025 and the plan’s final approval. By comparison, the previous amendment to the local plan covering part of the Banacha Campus took approximately 30 months to complete.
The adoption of the plan is the result of close cooperation between the Medical University of Warsaw, the Office of Architecture and Spatial Planning of the City of Warsaw, local government authorities, and all institutions involved in the planning process.
The development of the Banacha Campus for the coming decades
The adoption of the MPZP should be regarded as a milestone, but also as the beginning of the next stage in the development of the Banacha Campus. The new plan provides the foundation for implementing the strategic investments included in the WUM’s Multiannual Investment Plan currently under preparation, while also establishing the spatial framework for the University’s growth in the decades to come.
Thanks to the adopted plan, the Medical University of Warsaw gains a tool that will enable it to consistently pursue its mission – advancing modern medicine, conducting scientific research of the highest standard, and educating future generations of physicians and other healthcare professionals.
