Human Resources Strategy for Researchers (HRS4R)
In 2005 the European Commission defined in European Charter for Researchers and Code of Conduct for the Recruitment of Researchers (C&C) the principles to strengthen innovations and competitiveness of science through creating atmosphere that would ensure stable working conditions for researchers and ethics of working environment.
HRS4R is a strategy aimed at helping institutions for effective implementation of principles of C&C.
Participation in the Strategy is a constant process, that is accompanied by regular assessment of progress of implementation and obedience of principles of C&C. The assessment is conducted by external experts designated by European Commission. The purpose of that process is constant improvement of the institutions and work on principles of C&C.
Institutions which effectively implement those principles are granted the HR award – “HR Excellence in Researchers”.
“HR Excellence in Researchers” – Present
In June 2018 MUW enters in the next, forth phase of HRS4R which is the interim assessment of action plan foreseen in 2016 for the next two years.
Effects of this analysis need to be send to European Commission, that will assess the quality of our work and will indicate the direction of further actions.
Actions and work connected with conducting interim analysis are realized by the Team for implementing European Charter for Researchers and Code of Conduct for the Recruitment of Researchers that has been established by Restor’s, prof. Mirosław Wielgoś MD, PhD ordinance on 28th of February 2018. The Team is working under the leadership of prof. Krzysztof J. Filipiak, MD, PhD, FESC -Deputy Rector for International Relations, Development and Promotion.
The main task of the Team is current analysis of achievements that have been reached so far, determination of further actions and optimization of all 40 principles of C&C.
As the Open Recruitment Policy is a key element in the HRS4R strategy, MUW establishes, by Restor’s, prof. Mirosław Wielgoś MD, PhD ordinance a new Recruitment Policy for researchers that is coincident with principles of C&C.
“HR Excellence in Researchers” – Beginnings
Medical University of Warsaw (MUW) as the first medical university in Poland obtained in June 2016 the right to use the “HR Excellence in Researchers” logo.
Our university implemented principles of C&C and commited oneself to follow them to increase attractiveness of job conditions for scientist.
European Commission recognized our actions to be appropriate and effective, which resulted in awarding MUW the HR award.
Gaining that title, according to prior announcement of Ministry of Science and Higher Education will be awarded with points granted by Evaluation Committee of Scientific Units during evaluations of that Units.
Moreover, obeying principles of C&C will help our Institution to become a more competitive employer for people wishing to develop their scientific career.
Actions connected with implementing those principles were realized by the Team consisting of 11 researchers from all MUW's Divisions, PhD students and administrative personnel. The Team was working under the leadership of the Rector’s Authorities of the term of office in the years 2012 – 2016.
